PhD in Economics and Business from the Complutense University of Madrid and Full Professor of Applied Economics (Hacienda Pública y Sistemas Fiscales) from the University of Extremadura. Its main areas of expertise are sub-central haciendas and analysis of the efficiency of the public sector in various fields such as justice and education. He has led competitive research projects both nationally and internationally and participated in various national commissions for reforming the financing of Autonomous Communities and Local Corporations. Member of editorial committees of various scientific journals, he has been associate editor of the journal Hacienda Pública Española and is Academic Correspondent of the Royal Academy of Morales and Political Sciences.
