The president of the Independent Authority for Fiscal Responsibility (AIReF), Cristina Herrero, has renewed the nine members of the institution’s Advisory Council from March 2021 and has added Rafael Bengoa, a doctor in Management and Public Health. He will give special support to the new assessments in health human resources management and strategy that AIReF has received, reinforcing the commitment to the assessment of cross-cutting policies such as health. The Board is thus formed by the president of AIReF, Cristina Herrero, the AIReF Steering Committee and the 10 experts appointed as board members.
The Advisory Board is exclusively a deliberative and technical advisory nature on matters that the president submits for consultation that are directly related to the exercise of the powers legally entrusted to AIReF and of relevance to the institution. It is an eminently technical board, without excluding the possibility of also seeking strategic advice.
The members of the Board, which meets in plenary session at least twice a year, are recognised national and international standing experts. All of them have at least ten years of experience in budget analysis, evaluation and economic and/or financial analysis.
They are fully independent in the exercise of their functions and may request any information they deem necessary. In addition to the plenary meetings, the directors maintain a fluid dialogue with AIReF on the lines of analysis, tools or methodologies that are the subject of commonly defined advice.
The members of the board are:
Javier Andrés Domingo. Professor at the University of Valencia and Senior Lecturer in Economic Analysis. His research interests include economic growth and the labour market, fiscal and monetary policies, and the effect of financial frictions on the business cycle and macroeconomic stability.
Rafael Bengoa Rentería. Doctor in Management and Public Health and Doctor in Medicine and Surgery from the University of the Basque Country (UPV) and Master in Community Health and Management from the University of London. He has been Minister of Health and Consumption of the Basque Government, Director of Health Systems of the World Health Organization (WHO) and international advisor on health policies, among other positions.
Samuel Bentolila. PhD in Economics from MIT and Professor of Applied Economics and Economic Policy at CEMFI. He is a Research Associate at the Centre for Economic Policy Research (London) and the Center for Economic Studies-Ifo Institute (Munich). His research focuses on macroeconomics and the labour market.
Antonio Cabrales. PhD in Economics from the University of California, San Diego (UCSD) and Professor at the Universidad Carlos III. Executive Vice-President of the European Economic Association. He is also Executive Vice-President of the European Economic Association, former President of the Spanish Economic Association. He works in game theory and experimental economics.
Olga Cantó. Professor of Fundamentals of Economic Analysis at the University of Alcalá. Her main lines of research focus on the measurement of welfare, income dynamics, inequality and poverty in rich countries, the intergenerational transmission of opportunities and the redistributive effects of public policies.
Álvaro Escribano. PhD in Economics from the University of California at San Diego (USA), Professor of Applied Economics at the Universidad Carlos III de Madrid (UC3M) and holder of the UC3M Chair of Internationalisation. He is director of the Carlos III International School (C3IS) and of the UC3M Expert Degree in Economics of Regulated Markets.
Beatriz González López-Valcárcel. Professor at the University of Gran Canaria, and researcher in Spanish Health Economics specialized in human resources, health technologies, pharmacy and public health.
Eckhard Janeba. Professor of Economics at the University of Mannheim (Germany) and member of the Board of Academic Advisors of the German Federal Ministry of Economics and Energy. His main research interests are public finance and international trade.
Francisco Pedraja. Professor of Applied Economics (Public Finance and Fiscal Systems) at the University of Extremadura and PhD in Economics and Business Administration from the Complutense University of Madrid. His main areas of specialization are sub-central treasuries and the analysis of public sector efficiency in different fields such as justice and education.
Eva Senra. PhD in Economics from the University Carlos III of Madrid and vice-rector of Economics, Entrepreneurship and Employability at the University of Alcalá. Her research career is related to economic forecasting, statistics, and applied economics at both academic and professional levels.
