The Independent Authority for Fiscal Responsibility (AIReF) publishes the supplementary report on the individual assessment of the Fundamental Lines of the large Local Corporations (CCLL), due to their importance in the national total in terms of budgets and population affected. The results of this group have a relevant impact on the overall balance. This report complements the general report on the Fundamental Lines of the Public Administrations’ Budgets.
This supplementary report makes a first individual analysis at the local level for the year 2025, in a scenario of uncertainty regarding next year’s stability target, given that the reference rate of the expenditure rule has already been set at 3.2% for 2025. In this context of institutional uncertainty, AIReF focuses the individual assessment of the fundamental lines of the Local Government budgets for 2025 on the analysis, not only of compliance or non-compliance with the fiscal rules, but also on the main fiscal indicators, such as the expected growth in primary expenditure or the evolution of the tax revenues of each of the entities analyzed.
