The public expenditure analysis known as the Spending Review originated from a Government commission in the 2017-2020 Stability Programme Update.
The project was to span three years. The results of the first phase were presented in June 2019. The results of the second phase will be presented between July and October 2020.

The first phase of the Spending Review involved seven projects: Strategy and Procedures in the Awarding of Subsidies, Medicines dispensed through medical prescription, Active Employment Policies Programme, Scholarships for University Education, Programme for the Promotion of Talent and its Employability in R+D+i, Strengthening Business Competitiveness and Evaluation of the Sociedad Estatal de Correos y Telégrafos and the Provision of a Universal Postal Service. The results of the first phase were presented in June 2019.
