    Spending Review 2022-2026

    In December 2021, the Council of Ministers approved the new public spending review cycle (Spending Rreview) 2022-2026, which gives continuity to the first exercise carried out by AIReF. This new review cycle aims to fulfill the commitment made in the Recovery, Transformation and Resilience Plan (PRTR) to improve the quality of public spending.

    The Spending Review 2022-2026 will be carried out by specific spending areas and in phases. Specifically, the Ministry of Finance and Public Function approved the analysis of the following areas in this new multi-year cycle:

    • Spending derived from administrative mutual health care.
    • Benefits (Minimum Vital Income and Temporary Incapacity Benefit)
    • Official Development Assistance
    • Financial instruments in support of the productive sectors (complementary to the previous Spending Review)
    • Employment policies
    • Multiannual Financial Framework 2014-2020

    PHASE I

    The Council of Ministers has identified the areas of analysis that will be subject to evaluation in a first phase and which have been reflected in the Action Plan submitted by AIReF:

    • Public sector financial instruments to support the productive sectors. These are economic measures that have sought to protect and support the productive fabric, minimize the impact of the crisis caused by COVID-19 and ensure that activity recovers as soon as possible.
    • Expenses derived from the assistance provided by the administrative mutual insurance companies. The mutual insurance companies for civil servants, in their capacity as managers of the Special Social Security Regime, provide their members and beneficiaries with, among other services, health care, in accordance with the provisions of their regulatory laws approved by Royal Legislative Decree 4/2000, of June 23.
